Charles DaSilva (Vice President)
Program Manager for the Corrections Bureau of the Monterey County Jail
Having worked with Mental Health, Developmental and Physical disabilities, and Correctional Healthcare/Mental Health, for the past 18 years, Mr. DaSilva is highly experienced in the areas of program development, evaluation, and community re-entry. As an experienced clinician, he has worked as a Rehabilitation Therapist, and is a Certified Therapeutic Recreational Specialist. Mr. DaSilva was one of the first clinicians at Salinas Valley Psychiatric Program to develop curriculums and policies for the mental health inpatient program located inside Salinas Valley State Prison.
Currently, Mr. DaSilva is the Program Manager for the Corrections Bureau of the Monterey County Jail, he provides expertise and consultation, in the formulation and implementation of inmate educational, and vocational programs at the jail. Mr. DaSilva has held many important positions in the past 18 years of his career. He has managed, and supervised Rehabilitation departments, consulted for mental health programs, was the Hospital Administrator for the Department State Hospitals- Salinas Valley, overseeing 365 mental health beds, and programs. He was the Assistant Executive Director, and the Executive Director for the Department of State Hospitals-Salinas Valley inside the perimeters of Salinas Valley State Prison. Furthermore, Mr. DaSilva believes his greatest strength is the passion and dedication he has caring for the people of our community, helping them succeed in their lives, making sure they receive the tools and skills they need to be productive citizens. He continues to promote his passion in the forensic field developing programs for inmate’s to become better citizens in our community. Jean de la Bruyere once said, “Out of difficulties grow miracles.” I believe that miracles do happen at RJP, and I am honored to be a part of such an amazing organization.

Jennifer Butz (Treasurer)
Deputy Probation Officer
Jennifer became involved in RJP, Inc. after she was selected as the Restorative Justice Coordinator for the Monterey County Probation Department in April 2001. Jennifer became a board member on the then named Community Justice Conferencing of the Central Coast (CJCCC) and the secretary of the Community Restorative Justice Commission (CRJC). “My role on the board brings perspective from the criminal justice arena as well as a historical perspective as we have come very far in the last 13 years.” Jennifer’s hope for the future is that RJP, Inc. continues to grow and spread the word and philosophy of restorative practices and it becomes the norm instead of the alternative.

Florence Gilliam
Member
Florence Gilliam has been a part of the human resources profession for over 20 years. She has worked in human resources in variety of business settings.
Currently, working as HR consultant to provide guidance to small companies managing personnel concerns, and training. She enjoys assisting businesses succor become a cohesive workspace for all. She holds a Bachelor of Science degree in Management Studies. She has attained both a Professional Human Resources and SHRM – Certified Professional Human Resources certifications. Her primary focus has been on workplace compliance.
Previously, she held the position of director of human resources. In 2016 she had been president of our local CCHRA chapter. She continues to be affiliated with several HR organizations.
She has served as mediator for RJP for six years and recently becoming a RJP board member.
